We have been unable to use dates that coincide with a Illegal instant due to time zone offset transition.
We have logged this problem on JIRA since Apr 2018 with no updates since then.
We are not able to set a birth date or a date for event/enrollment on dates that fit the criteria of being on a daylight saving transition.
Please advise!

Best place to track issue progress would be jira ticket itself. JIRA issue has been moved to done, which means that the bug was corrected: [DHIS2-7194] - Jira.
Hey, the bug has been corrected in 2.32 and above. Great to know if you need it backported further and how far.
