As the title says, can DHIS2 be used as a national eMPI issuing unique patient id’s.

I believe it depends on your requirements and needs. The eMPIs systems seem to offer features for specific use case; however, it’s not impossible to use DHIS2 to issue unique patient id’s.

Can it be used as a patient register, to log government Identifiers for an individual and issue a unique number. It would not be linked to other systems.
DHIS2 is not specifically designed to be a master patient index. That said, it contains much of the functionality that would be needed:
- Create a unique profile for an individual based on country-defined fields
- Generate a unique system ID
- Generate a unique user-facing ID based on country-defined algorithm
- Use a single ID across programs and systems
- 1:1 search and match through both exact matching and referential matching
- Identify potential duplicates through person matching
Some key areas where DHIS2 lacks functionality as an eMPI include:
- Resolving potential duplicates through merging (under development)
- Overview of all programs and systems where a person is enrolled (under discussion)
- Analytics across programs for a single person (under development)
There are various countries where the DHIS2 system has become the defacto most complete MPI, particularly after the surge in use of Tracker during the Covid-19 epidemic. Some countries are using these national scale systems to move to using DHIS2 as the eMPI.
