Just a flag here that I reported [DHIS2-17220] - Jira which in our view is a fairly serious bug.
When deleting a user who have edited other users metadata the user table gets corrupted. You can read more about it in the issue.

I’m wondering if deletion is the best way to approach this. Would disabling the user be sufficient? If the user’s role was important and metadata is connected to this user’s activity, maybe disabling the user is a better option. Furthermore, it’s possible for the superuser to change email/password as well before disabling.
I hope you consider my suggestion. Please let me know if it isn’t sufficient though.
