I'm trying to see what it takes to set up a new instance of DHIS2... and I have tried both the live install and the .war files, I can set up the Organizational units ok, but the parent organization does not show a hierarchy level, and everything else that I try to customize from categories to data elements and data sets all show a message "Determining your root organisation units" where I should see the organizational units to select.
