[Bug 1604603] [NEW] Importing CSV optionsetvalues cause incorrect sort_order

Public bug reported:

Scenario: A number of optionSets have been created, each with a few
optionSetValues.

A larger number of optionSetValues are then imported using a CSV format,
using existing optionSets and thus aiming at adding more values to the
optionSet.

It looks like the code then blanks out the current sort_order values for
existing optionSetValues, and then inserts the new values starting with
sort_order 1. The "old" values remains with no sort_order at all.
