We are currently not aware of any sorting issues with event reports maps in the supported versions of DHIS2 (2.31,2.32, and 2.33). Which version are you using? Could you please provide steps to reproduce your issue in https://play.dhis2.org/2.33.3
Thank you very much for taking the time to investigate and document the problem more. So, it looks like you are experiencing an issue with the facility layer and not the event layer that this thread was originally referring to.
Unfortunately despite the steps to reproduce, I am still not able to reproduce the issue in any of our supported versions actually. I suspect that you are seeing a lack of change because of your browser cache. DHIS2 will cache analytics so that you could continue to look at them if you loose internet, a big problem in many DHIS2 implementing countries. I recommend that you clear your cache and retest in incognito mode in either firefox of chrome.
Another issue is that is seems that Njandama MCHP does not have coordinates or does not apply to the org unit group set filter you have applied.
