Blocking data on tracker capture

Is there way where we can block data from being updated once is captured. If one wants to update or do anything must get approval to do such.

I can think of three things:

  1. The Users should not have the right to edit expired events
  2. Configure expiry days for the Program
  3. Add the option to Block data Entry once stage is completed.
    Can these be options for your use case?
