Assistance: ignored rows

Hi everyone,

I have a CSV file for importing data. Some data elements have zero values (these DEs were configured to store zeros). When I import the data, I see that many rows have been ignored. Are these rows referring to the data elements that have zero values? The data I am wanting to import is for recent periods; not for periods already containing data

Could you please add the steps to reproduce this issue in any of the play.dhis2.org instance?
