API Updates - New enhancements and data sources added

This partly relates to the discussion Jason and Bob are having with
regards to periods. I do think we should take a thorough look at the
World Bank API, which seems to be emerging as a kind of de facto
standard.

We have added two more data sources to the API, which has high
frequency data (quarterly, monthly) in addition to annual data.
- Global Economic Monitor (GEM)
- GEM Commodities

We have also added another output format (JSONP) and few more query
parameters.
MRV - to fetch most recent values
Gapfill - to fill the empty values by back tracking to previous values
(used along with MRV)
Frequency - to fetch data only in months/ quarters/ years (used along
with MRV)
