Strengthening eIDSR through active case surveillance: A case of DHIS2 based COVID-19 digital surveillance tool in Tanzania

My name is Bernard Mussa. I work as an academic and Senior Systems Analyst at the University of Dar es Salaam (UDSM) DHIS2 Lab in Tanzania.

Here is a brief summary of what I will showcase at the Use-case Bazaar Session on Monday 20 June

In collaboration with Tanzania’s Ministry of Health (MoH), the University of Dar es Salaam (UDSM) DHIS2 Lab implemented an electronic integrated disease surveillance and response system (eIDSR) to assist in disease surveillance, prevention, and response to disease outbreaks. The system in place allows the national response team to quickly identify cases and respond in order to contain and prevent disease spread. To enable real-time data reporting across all health facilities, USSD, Android, and web-based eIDSR applications have been implemented. Tanzania, like many other countries, sought to strengthen its disease surveillance system in preparation for the COVID-19 pandemic, which began in early 2020. This included improving digital surveillance tools to provide reliable data to aid in the country’s pandemic preparation and response. For COVID-19, the MoH implemented the PIMACOVID and AFYAMSAFIRI web-based applications to test for COVID-19 suspects at all ports of entry (PoEs). Another application, CHANJOCOVID, was implemented to manage and store COVID-19 vaccination data in the country. These applications are all based on the DHIS2 platform.

However, because these systems are mostly used at PoEs and for managing COVID-19 vaccination, ensuring active surveillance of new suspected COVID-19 cases at the health facility (HF) level was a challenge. The UDSM DHIS2 Lab devised an innovative solution and developed the COVID-19 digital surveillance application within the DHIS2 platform in collaboration with the MoH to enable active case-based surveillance of care-seeking populations who visit health facilities (HFs) across the country.

The COVID-19 digital surveillance application was piloted in five (5) regions of the country, where it was tested, trained, and deployed. By April 2022, the system had already been tested in over 90 HFs across five (5) regions. After receiving training, users are now able to enter COVID-19 cases and generate case-list reports. An interactive dashboard within the application allows health managers to see all COVID-19 confirmed and suspected cases reported from pilot HFs in real time. To synchronize all surveillance data, the application was integrated with existing COVID-19 surveillance systems. Finally, the system connects to the national eIDSR database by combining data from other COVID-19 surveillance systems. This COVID-19 Digital Ecosystem has facilitated better data-driven planning and decision-making by relevant authorities. To strengthen the eIDSR system, the ministry is currently deploying the application to more HFs in Tanzania.

XMART2DHIS: A DHIS2 interoperability experience

Dear community, I’m Ignacio Foche, director at EyeSeeTea. Company that works in the fields of the public research, NGOs and digital health.

We will be delighted to showcase you a new DHIS2 application that shows how DHIS2 can be easily interoperable with other data warehouse systems in a way that non programmers can manage the interoperability, mapping and data transfer. This will be exposed on Monday 20 June in the Use-case Bazaar Session.

The xMart platform is a WHO data harmonization and warehousing
solution used by WHO for health data. The Data Analytics and Delivery for Impact (DDI) and the Information Management and Technology (IMT) departments at WHO chose DHIS2 as a corporate data collection tool, and WHO is working in that direction. The largest DHIS2-based data collection platform (WHO Integrated Data Platform) will probably be turned into a corporate service and will have to interact with the rest of the corporate services, including xMart data warehouse.

XMART2DHIS is a DHIS2 application funded by Neglected Tropical Diseases (NTD) department at WHO, and developed by EyeSeeTea to overcome this challenge. It allows for:

  1. Migrating aggregated and individual data between DHIS2 and xMart.
  2. Use any other tool connected to xMART in the WHO environment to analyze or represent DHIS2 data.

Central Planning and Reporting: Collecting, monitoring and reporting project activity

My name is Adrian Quintana and I work as a project manager at EyeSeeTea.

This is a brief summary of what we will showcase at the Use-case Bazaar Session on Monday 20 June

The Central Planning and Reporting (CPR) platform is a project-oriented DHIS2 instance with a custom web application on top. CPR web application isolates the user from this complexity and offers in a single graphical interface the whole set of tools to monitor a project. Some of these sections simply wrap up and enrich existing functionalities such as data entry, capture and visualization objects. While some others provide a completely custom layout and logic that fits the user’s needs. Some of the main features you can find are: a custom data entry interface, multi-tab sections with data collection and analysis features on the interface, team, volunteer and staff approval workflows, request management module, logistics and shipping order management, etc.

I am Ramatu Usman Obansa, I work with African Field Epidemiology Network as a data manager on the DHIS2 project.
We are happy to showcase an offline analytic tool that integrates with the DHIS2 to improve feedback and evidence-based decision making in Nigeria.
The tool is used for tracking data quality, it pools data from the DHIS2 unidirectionally and flags errors in RI data reported on the platform using an embedded macro that facilitates the connection between the tool and DHIS2. It automatically executes complex weighting and calculations.
Users can easily switch between states’ data using a dropdown menu that triggers algorithms that connect to DHIS2 web Application Programming Interface (API) in the background and pool all necessary data. Indicators analysed include reporting rate, discrepancies between vaccine doses opened and the number of children vaccinated, vaccines administered versus devices (e.g., syringes) used, and data entry errors. The DQTT auto-calculates an overall data quality performance score for each facility and populates that on a summary sheet.

DIGITALIZATION OF ANTI-COVID 19 VACCINATION DATA: CASE OF MALI

Abstract : The advent of COVID 19 in Mali has prompted the implementation of the digitization of data from this pathology. PSI Mali with the Ministry of Health through the DIGITAL square project funded by USAID finalized the configuration of the WHO COVID package, adaptation of the various forms to the context, Import of 2021 data into the aggregated vaccination form, trained 158 DRS and district agents for reporting aggregate and individual data in DHIS2, the daily vaccination reporting rate was 81% in Q1 2022.
The current major challenge is providing vaccinators with tablets for real-time feedback of individual vaccination data in the tracker.

Abstract-
Medical internships play an important role in the learning process of future healthcare professionals in Cote d’Ivoire and the whole world. Thus, in Côte d’Ivoire, there exists a traditional management system using Microsoft Excel used by teachers for collecting and keeping different marks obtained by the students from the training hospital.
• However, the current system using Microsoft Excel has several limits because of the difficulty to compile data from the Microsoft Excel files and the unavailable data in real-time.
• According to UNESCO, an Educational Management Information System (EMIS) is defined as a system for collecting, integrating and processing data to support decision-making.
• DHIS2 for education is an extended version of the DHIS software of the health sector which aims to collect monitor and visualize data from schools. It includes several useful functions for school management, student enrollment, and student attendance. Thus, the purpose of this study is to design and implement a new information system for monitoring and managing students from the Department of Medicine of the University of Felix Houphouet Boigny during their internship period.
• In this study, with the collaboration of the Medical Science Laboratory of Biostatic and Medical Informatic of the University of Felix Houphouet Boigny and HISPCI expert, we describe the prototype and the implementation process of DHIS2 for education

Biometrics can be used to create unique identities to ensure continuity of care in maternal health and immunization programs. It allows health workers to identify patients accurately and verify whether the information they provide is correct. During the presentation we will show the DHIS2 tracker biometrics workflow used by the Ghana Healthcare Services in a pilot program and initial lessons learned. We will also do a tech demo for whoever is interested for both fingerprint and face recognition using the DHIS2 tracker mobile app.

Leveraging on Stakeholder Collaborations to Build Momentum to Expand the use of DHIS2 in Maldives

Maldives is an archipelago located in the Indian ocean, with a resident population of 500,000 scattered across 180+ inhabited islands. The purpose of this presentation is to take you on Maldives journey of expanding the use of DHIS2. It will focus on how a small island country such as Maldives is currently managing its limited capacity (eg: technical expertise, human resources, financial resources and infrastructure) by leveraging on stakeholder collaborations. The presentation will draw on the enablers of such collaborations and the outcomes of these collaborations such as how it facilitated co-ownership, sharing resources and responsibilities during the implementation process. Examples will be drawn from Maldives’ experience with piloting the Immunization tracker (the first tracker-based module to be implemented in Maldives) and other expansion work in the pipeline.

eBridge: EXPERIENCE FROM DEVELOPMENT AND IMPLEMENTATION OF LEARNING MANAGEMENT SYSTEM FOR HEALTH STAFF ON DHIS2

“eBridge” is an Online Learning Management System [LMS] that was designed and developed by the Family Health Bureau (FHB) of the Ministry of Health, Sri Lanka.

“eBridge” was designed to improve the knowledge and competencies of grass root level public health workers in the country on the information management system (MIS) and logistics management system of the family health programme of Sri Lanka.

The latest version of Moodle platform was customized.

All the training material was developed in-house at zero cost.

An identical DHIS2 instance with actual data from the last year was integrated with the Moodle platform

The system is hosted in a secure server at FHB.

eBridge is the single most impactful health LMS platform in Sri Lanka as it caters to over 8000 preventive and curative health staff in Sri Lanka in both government and private sectors.

eBridge limits the requirement of human resources travel time and cost.

Frism Biometric Referral app

My name is Ranga. I work at Itinordic AS. Our team is based in Norway and Zimbabwe. We specialise in innovating on DHIS2, FHIR® and Android.

Our Focused and Responsive Information System on Mobile (Frism) Biometric Referral app is a mobile-first Android system that enables health workers to register and track referrals across participating facilities as illustrated below. It was developed for a national Key Populations (KP) program in Zimbabwe.

Additional information on a referral such as test results and current medicines can be captured to facilitate referral completion. The system implements the DHIS2 Program Rules Engine for the skip logic and stores data on a FHIR® backend. See Frism architecture below.
