After the migration, the site mentioned above changed to dhis2.atlassian.net/jira.

Update 31.08.2022: The migration was completed today, and the projects should now be available for all users at https://dhis2.atlassian.net/jira. We are still making a few final changes, including redirecting the old URL to the new instance.
