This session starting today Monday, 21 June,at 15:00 (CEST) will focus on how people are using data in the health and education sectors in the Philippines, Uganda and Tanzania. The discussion will focus on the processes and innovations around how this was achieved.

The presentation from Uganda will share different data use cases at both the district and national level of the DHIS2 for Education implementation in Uganda. It demonstrates how the education teams have been able to harness the capabilities of DHIS2 to manage and use their data for informed decision making.

Thanks, Osborn for your question. Both being government agencies, you still have to go through the same protocols and procedures to get buy-in from either ministry. What is key is to identify and work with the relevant departments as well as key central level staff to advocate and promote buy-in of the innovations.
The Ministry of Health has also been using DHIS2 for health data management for the last 10 years and as such are more aware of the DHIS2 capabilities and functionalities that have improved health data management while the Ministry of Education has had challenges in implementing a robust EMIS system for quite some time now.
The greatest challenge in the national scale-up efforts for DHIS2 for Education in Uganda has been Partner engagement and support towards scale. Most partners have previously supported efforts towards development of robust EMIS solutions in Uganda, however some of these solutions where not feasible while others are still in development. These experiences limits partner support, however with continuous sharing of data use cases from the implementation districts, we have seen more partners coming on board.
I think we can also look at the existing resources both human and infrastructure (internet, computers) at the district & school level. In Uganda the health department has definately alot more funding compared to education, there is also ahealth data management designated staff at district (Biostatistician ) who is not available for the education department. Though we are greatly advocating for this position.
Then also, I think in Uganda although we have less routine reporting in education compared to the health sector, the number of learning institutions is way higher compared to health facilities with most of these institutions especially primary and secondary level being private owned which brings up challenges in enforcing reporting.
