Which of the data Tracker API can I use to capture same DE and period?

I am trying to setup a dataset to capture daily data from the public. The dataset will be the same DEs, period, COC, and orgUnit. I know it will be impossible to capture this with aggregate App since they have the same attribute hence multiple users can’t report same day.

But can I capture with the Tracker App?

Could you please explain further? If multiple users are reporting for different periods or organization units then it’s not clear why would be impossible to capture.

Multiple users are reporting for the same period, the same organization unit, and DEs.
