It actually works with such parameters when the data elements included under a dataset are few. It only doesnt popuplate when they are plenty.

It used to happen long a go, but for us it was these commas,-,<?",=)( check these types of parameters in data elements then remove them, it will work.

Hard to say exactly what is going on here but please post your version
and browser.
Did you try and use Chrome ingcognito mode just to see? It might be
some cached object which is stubborn.
