Upgrade to 2.32 How to setup the server base URL in dhis.config

According to the 2.32 Upgrade Notes, the server base URL is now in the dhis.config file, how can we configure that?
it is not mentioned in the implementer guidelines.

@SDKAAA The configuration property server.base.url can be specified in dhis.conf.
