I suggest to pinned all starred dashboard in first row.
so user can open it quickly

I think your suggestion makes a lot of sense; however, I think the reason why they were moved to the dropdown is because some instances will ‘star’ so many dashboards and that top tab becomes crowded with too many dashboards. The dropdown will show the favorites at the top:
This is intended to replace the previous way when people need to pull the tab to see the dashboards; however, I will share this with the team and ask if we can create a feature request (see ideas).

I thinke the dashboard be stared is not more , should emphasis the stared dashboard (or an option).
