Please I urgently need help to set up my DHIS2 instance to start developing forms. Any help will be greatly appreciated.

Welcome to the DHIS2 Community of Practice!
Since the instance is for development purpose, you can either use Docker Desktop to deploy a DHIS2 instance which is quick, you can follow the guide: Official DHIS2 Docker deployment system open for beta testing
The Docker Deployment is easiest if you have a Windows OS, but if you have a Linux OS, you either choose the Docker Deployment method or you can follow the instructions on this repository: GitHub - dhis2/dhis2-server-tools: Tools to support installation and management of DHIS2 · GitHub
