Separation of user settings and system settings?

Hi Devs,

Is there a permission to allow users to set their own user settings (for instance whether to receive emails or SMS) but not allow access to system settings?

Yup in that user role include "See settings maintenance module"
authority but make sure to leave out "Change system settings".
