We have been this week working on setting up a program to register tracked entities using SMS - Tracked entity registration parser
We have managed to set up everything and able to send SMS that atleast registers data in the program but doesnt enrol the entity into the selected program. We have reported this as bug and Long is working on it. But if this is intentional or know why this is not working you can let us and Long know.
We also cant get with 2.21 and 2.20 the scheduled templates triggered during analytics to OUTBOUND mode waiting for the time to be sent out. Is this not supported now that Individual records is no more?

B. Doing things through the tracker or event capture app
On A - nothing has been changed. And if I understand you, what you have mentioned is something that is being worked from the program side.
On B - at the moment we have no support of SMS related stuff from the tracker and event capture apps. The reason for this is we believe the server side code for SMS has some issues and that needs some fix.

We will wait for Long on A as you say its on the program side ability to enrol through SMS
On B its clear SMSes are not yet supported and I though this was being able to send SMS through the tracked entity dashboard and displaying sent SMSes in the report.
So even scheduled SMSes are not supported yet? We have scheduled a number of messages at enrolment, and days before schedule
At the program enrolment. For successful enrolment, this one is sent out
At program stage; these are never sent out

We start with Good news this week on the SMS tracked entity registration, all the above is working.

I can confirm that with Version 2.20 build 19982 has these fixes
