Please explain further what authority you mean. There are metadata authorities and there are tracker authorities and delete is already an option:

As I understand from you question is that you have an event program and you don’t want the user to be able to delete the values; however, if the user has view and capture rights then they would be able to delete, so your ideas is to allow capture and view but once captured the user won’t be able to delete the values (unless given the authority?)
