problem in compulsory data values

Dears,

I have a problem in program’s stages the compulsory data element in stages doesn’t work

Even when data entry click complete, but when I enter data value in compulsory field and remove in I have just an attention “Required”

I use Version: 2.21

Build revision: 20967

Any one experienced this problem: Data capture failing to list option sets on dhis2 live version 2.22.

Where can I download an older version dhislive 2.21?
