Permissions to allow data entry on dataset with category combination

I am having trouble granting a user, or user group have access to a dataset when that dataset also uses has a Category Combination assigned to it. Presumably this is a permissions issue. If I remove the category combination from the dataset the users in the usergroup can access it just fine. As soon as the category combination is added back it it disappears from the data entry app.

I am at a bit of a loss as to where to check. Super User can access the dataset just fine.

Can you check the sharing settings of Category Combination that you are assigning?

Once again you have saved me.

I think I must have checked everything except the permissions on the category option itself.
