How can i activate the offline feature in dhis2 or how is the offline feature working. I cant be able to open the url in offline mode in my Personal computer

Logging in requires internet connection but data entry can be done offline. Here is more information about the offline data entry and deployment.

Thank you for your question @Eris_Vinn! As @nancyesp said if you have an instance that is hosted online then users will have to login first to be able to perform data entry.
However, if your intention is to use a dhis2 instance offline for development, experimental, or testing purposes then maybe you can install a local instance in your personal computer. You can follow this guide: Prerequisites and initial setup | DHIS2 Developer Portal
