Not able to add a tracker program or view the existing tracker programs in Maintenance

Dear Community,

I am using DHIS2 version 2.27.

I am not able to add a new tracker program in maintenance. I am also not able to view the list of tracker programs that currently exist in the system.

But when I go to tracker capture I am able to register new entities for any of the tracker program in the tracker capture app.

I have experimented with changing roles for the user I am logging in with plus putting the user in most of the available groups.

Any ideas what could be the issue?
