Health Information Systems Specialist

Provide technical support to MSH home office and MSH projects in DHIS2 and in information management systems. Contribute to the performance of monitoring and evaluation (M&E) systems, especially by making data available for sound decision making. Participate in capacity development within MSH to generate and manage data through MSH’s DHIS2-based system and other information management systems.

Education and Experience sought includes: BA or MA in a relevant field, such as biostatistics, health statistics, or information systems, or equivalent work experience; 4 to 6 years (with a BA) or 2 to 4 years (with an MA) of directly relevant experience with a focus on M&E of international development programs, and in the use of measurement methods for public health program; 2 to 3 years managing health information management systems is highly desirable, including management of large data sets in DHIS2

MER Senior Advisor

The Monitoring and Evaluation, Research (MER) Senior Advisor uses a client-centered approach to ensure MSH projects design and implement state-of-the-art MER and Learning systems and activities, and use information for decision-making, improving performance, and maximizing and measuring health impact. S/he participates in the strengthening of local (national) MER, learning, and HMIS systems; supports the Implementation/Operational Research portfolio of MSH, and performs quantitative and qualitative analyses using a variety of statistical methodologies. S/he assures technical support to HMIS/DHIS2 initiatives, and synergies between local HMIS/DHIS2 and MSH’s customized DHIS2 instance.

Education and Experience sought includes: Master’s or PhD in Public Health, Sciences, or Statistics and at least 8 years of related experience. Demonstrated capacity to develop, manage, and enhance MER and learning systems and activities in LMICs throughout the project life cycle, with proven experience to assess and propose development plans and deliver direct technical assistance to strengthen MER teams and systems in LMICs. Demonstrated knowledge of DHIS2 functionality, configuration, and technical programming. Proven skills in statistical software packages for quantitative and qualitative data analysis.
