Hi Jins,
We have recently built a (DHIS2 specific) framework for assessing the DHIS2 maturity profile of a country and are in the process of implementing that as a tool to support planning of new activities and investments. It is still a bit work in progress and I am awaiting feedback from a round of piloting the tool so will not share it as is here now.
