Hello James, I think there is bug in Lock Exception. It is not removing the locks on the data sets for the affected org units. We just recently upgraded to 2.30. I tried to see if this was reproducible on the 2.30 demo site and it is.
On JIRA there is also a report that this bug is also on 2.31 and 2.32.
Could you draw someone’s attention to this so they can fix?

Is this DHIS2 6004 the JIRA issue number of the bug reported? I have seen @Lars is working on it already - let’s wait for feedback from his team. You can also comment on the issue for the team to get more insight into the bug.
