Leveraging DHIS2 for data driven family planning programming in Jinja District, Uganda

While Uganda has expanded access to family planning services, subnational disparities persist due to limited use of routine health data for decision making. In Jinja District, FP data were routinely reported through DHIS2 but rarely translated into timely programmatic action, resulting in reactive planning and weak accountability. To address this, The Challenge Initiative partnered with Jinja District Local Government to institutionalize DHIS2 as a core tool for data driven FP programming. Between 2022 and 2025, the district implemented a structured “data to action” approach anchored in DHIS2. The intervention focused on improving data availability, quality, and use through standardized FP and reproductive health indicators, coupled with routine data review platforms. Teams were mentored to analyze and interpret DHIS2 data during regular review platforms. Data were used to identify service delivery gaps, guide targeted interventions, monitor performance, and support evidence based advocacy for domestic financing. This approach deliberately linked data collection, analysis and action to strengthen accountability. The use of DHIS2 for programming led to measurable improvements in FP service delivery and governance. Long acting reversible contraceptive services were revitalized in 80% of level II health facilities. Implant insertions increased by 87%, from 1,734 to 3,243, while IUD insertions rose by 111%, from 230 to 486. Net contraceptive uptake increased from 0.03 to 1.61, alongside a 20% increase in overall FP client volume. Annual district FP budget allocations grew by over 10%, reaching 45,000 US dollars, informed by DHIS2 generated evidence. Data reviews are now institutionalized, reducing duplication among partners. Jinja District’s experience shows that institutionalizing DHIS2 use can transform routine data into a powerful driver of sustainable, locally led FP programming in decentralized health systems.
