Legends lower and upper bounds

Hi community,

I would like to know if the lower and upper bounds in a legend are both inclusive or the lower bound is inclusive and the upper bound exclusive.

I want to create the following age group as a legend: 13-14, 15-19, and 20+. How to proceed?

When you have 13 in the start value its 12.9999 and below and when you have 14 in the end value its 14.1111 and above
