As you can see from our ideas page, we are quite open for different contributions. A good starting point is downloading, installing and playing around with DHIS2 to familiarize yourself with the system, concepts and data models. You can also find additional information in the other responses to GSOC students on this list.

I downloaded the jar and put it in to the folder “.m2/repository/org/smslib/smslib/3.5.3/” and it works as expected. Note that there are two smslib in the path.
