Hierarchy options

Are the hierarchy options limited to 5? This is what we need:

national
regional
provincial
district (or more popularly known as inter-local health zones or ILHZs)
municipal
facility
village

Also, there are peculiarities with politics in the Philippines where we also visualize data by political congressional districts (a collection of municipalities at the same level as ILHzs but a completely different set of municipalities).

there are no restrictions on the number of organisation unit levels. I
take it you are referring to the organisation unit level management
screen (1) - this is automatically generated based on the organisation
unit tree. If you add more organisation units and extend the number of
levels here, (1) will be updated automatically.

This is indeed a more interesting question.

I would be tempted to say to setup an entirely separate instance of
DHIS2, which you fed data to, and then reaggregated from village level
to political congressional districts. Alternatively, you could attempt
to use organisational unit group sets to try and do this, but you
would not be able to visualize the data inside DHIS2. You could do the
aggregation with the help of the orgunit group sets but would need to
pull into into some GIS program into order to produce the maps.

Would be interested to hear what others feel would be a reasonable
approach to this issue of a parallel geographical hierarchy, as it is
not the first time it has come up.

This is indeed a more interesting question.

Yes, and not uncommon. I think Botswana had health districts and election districts, not corresponding to each other. In Sierra Leone they have districts, divided into chiefdoms. Then they have something of a more political role, called local councils, which is a collection of chiefdoms not necessarily corresponding to a full district. For instance, the biggest cities have their own local councils, while some smaller districts only have one local council for the whole district. The local council has been implemented as an orgunit group, so it's possible to sort and filter facility data by these local councils. As Jason points out, you would need to work a bit to see this data. In Sierra Leone we use pivot tables, from where we can make charts etc. by local council.

Here is my strategy:

since the smallest org units are the municipalities (shared by the larger inter-local health zones and congressional districts) – can I simply extract the org units, process them with a separate application and display them as one of the graphs in DHIS2? This may require some programming of the dashboard…

Is Data completeness report options working properly? this is an important feature!

But in Data completeness, when you select the option that says "
Based on number of registered data values " and you select all other option and press get report. The result does not correspond the fields. For example : Target does not correspont to the Actual column. which shows differences between Actual column and Target column(even this keeps happening after filling these fields. where Target > Actual).

just to ask, are you using the custom data entry form or default? and how many fields do appear on the form when you are doing data entry?

my point is if you are using the custom data entry forms, and the number of fields appearing on data entry are six (in case the report underneath means actual is all the the fields ) then that might mean there are some data element assigned to that dataset and have not been assign to data entry form. though this will be completely different if you are using default form.

Every data values is a count which adds up to maximum value 100%

Completeness based on data sets are based on the forms

Completeness based on compulsory data elements are the data entries which must be filled

completeness based on number of registered data values are every cell is account and if possible must be filled for you to get 100%. Therefore if the form is filled and you have not selected complete, then you are likely not see what you’ve filled.

Recommend that national level should concentrate more to check ** Completeness based on data sets based on the forms that will be more accurate than data values.**

What require to be change in the system is Based on number of registered data values :-

  1. Actual= Total facilities/communities reported/entered into the system
  2. Target = Expected health facilities/communities to report
  3. 1st percentage = % complete reporting
  4. on-time = Total facilities/communities entered on time
  5. 2nd percentage = % timely entered reports
