Turns out this bug was fixed and when we upgrade to 2.23 it will be resolved or update the version of 2.22 in the meantime.

Correct. The DHIS 2 project maintains their bug tracker on launchpad - https://launchpad.net/dhis2
Launchpad is owned by Canonical, the makers of Ubuntu. To file a bug report on Launchpad, Canonical requires an Ubuntu One account.

This appears to be an issue with DHIS 2 itself and not a hosting issue. DHIS 2 bugs can be reported here - https://bugs.launchpad.net/dhis2/+filebug
If you determine a specific updated revision of DHIS 2 does not have this bug, please let us know and we will update your instance to that version.
Note, I was unable to reproduce the issue on play.dhis2.org which is currently running DHIS 2.23 revision 22894. dev-jade.jhpiego.org is currently running DHIS 2.22 revision 21969
