FHI360 - Technical Advisor 1, Health Informatics and Data Science

a) Reports to: Director, SI/Monitoring & Evaluation

c) Basic Function

The TA 1, Health Informatics and Data Science, under the supervision of Director, Strategic Information/Monitoring and Evaluation, will provide health informatics and analytics technical leadership and support to central program, country program and global health management information systems for routine and survey data. This involves: providing and coordinating technical assistance and capacity building in DHIS 2, power BI, Tableau and other databases and statistical software used for donor reporting, data analysis and data visualization; designing and developing health-related data entry and database applications; assisting program and/or design links between client level health service delivery software and aggregate databases, or between program and national/donor level databases; supporting analysis of large datasets; leading capacity building in health informatics and data visualization, and assisting with programming charts and other data display/visualization products, and promoting easy access to these products, and enhancing the capacity to perform custom analyses within program teams.

d) Essential Job Functions: Duties and Responsibilities:

  1. Health informatics leadership and support: Communicating with, supporting, and guiding counterparts in central and country programs regarding their health database development, data visualization and improvement needs. Adapts existing health informatics tools and data capture systems to project-specific data collection and data dissemination needs and to ensure accessibility and usability of systems for FHI 360 and implementing partner teams.

  2. Data visualization: provides support and leadership for central programs and country counterparts to design and develop health informatics tools in response to FHI 360’s information needs.

  3. Analysis of large datasets: provides support and leadership for central programs and country counterparts to run analysis of large program and survey datasets

  4. Technical Assistance: Trains and supervises others in specific data capture, processing, visualization and design tasks. Reviews output and outcome indicator calculations in databases, drilling down of analysis to site level, and export/import of data and information products between different software applications, while maintaining data integrity.

  5. Data Visualization: Helps with programming data visualization products, including producing regular high quality analysis products at global and country program level. Leads and motivates teams to produce timely and high-quality results from program databases, including managing consultants where necessary.

  6. Data Quality and Security: Support the development and implementation of data quality control measures that will monitor accurate and complete capture of health program data. Develops and ensures adherence to policies that ensure the security and confidentiality of FHI 360’s/MoH identifiable health data, including adherence to relevant national and international standards and Open Data guidance.

  7. Representation and Documentation: Contribute to development of concept notes, data reporting templates and tables, job aids, user guides and standard operating procedures. Represents FHI 360 and makes presentations at professional meetings and conferences related to health informatics issues. Documents best practices in health informatics, and disseminates appropriately.

  8. Remains informed of current issues regarding health informatics applications and trends in the field by review of current literature and involvement in professional networks; is alert to any implication of new technology or trends in uptake for project and program activities; and

  9. Performs any other related duties assigned.

e) Knowledge, skills and abilities

  1. District Health Information System (DHIS 2), Power BI, Tableau, MS SQL/MySQL Design and Server Administration, Comm Care, MS Access/Excel, other relational database design and analysis

  2. A minimum of five (5) years of experience in public health-related Strategic Information (SI) or Monitoring and Evaluation (M&E) working directly with health information systems, health-related datasets, application development and/or electronic capture systems in resource-limited countries

  3. Experience providing TA to MOH towards the establishment of national data systems to collect HIV or health data to improve HIV surveillance and response.

  4. Direct experience with the management of data associated with PEPFAR-supported programs, projects or surveys

  5. Demonstrated ability to independently complete assigned tasks, train and facilitate learning and professional development among colleagues

  6. Solid understanding of basic assumptions of developing country public health practices for data acquisition and quality assurance.

  7. Well developed written and oral communication skills.

  8. Knowledge of health, reproductive health or HIV/AIDS programming in developing countries.

  9. Ability to travel a minimum of 25%.

f) Minimum Recruitment standards

Masters in Informatics, Computer Science, Information Technology, Epidemiology, or related field; 8 years of relevant data systems work, programming, and analytic experience. Experience working in reproductive health or HIV/AIDS programs in developing countries an advantage; sound knowledge of DHIS 2, Power BI, Tableau and other industry standard software; experience providing technical assistance in different cultural contexts, including local NGOs, and knowledge of the local context essential, familiarity with USAID programs preferred. Experience must reflect the knowledge, skills and abilities listed above. French language skills a plus.
