Check your user permissions for your apps folder. You may have no rights read/write or you need a permission from the dhis folder/subfolders owner

I had the same issues while ago. Please make sure your server has internet connection.
Please check if your server has internet connection, or if there is a proxy if it is well configured.

It appears to be more of an issue with the proxy configuration.
