entity display fields can normal display when the entity has no program enrolled, after enrolled to a program, all attribute will be displayed, not according to the setting in maintain app.

It is expected that if the TEIs is not enrolled in a program only the TEI attributes will appear and not the program attributes. Would you please explain further how this is contradicting the settings in the Maintenance app? It would be helpful to mention the steps to reproduce on any of the play.dhis2.org instances.
