If you downloaded the event capture app from Google playstore you need to ensure that your instance is on the correct war file 2.21/2.22 and you need to set up a program in that instance and assign the program to orgunits.
You also have to create the user logging into the app on the android device with User role which has permissions to capture event data and assign the user to orgunits that is assigned to the program.
A good way to troubleshoot is to log in with the same user on the UI under event capture and if you can then see the program you should be able to log in on the device as well.
Another tricky point is that the URL you enter on the device you have the use the http:// prefix to the URL.
