My step is:
1.Apps->Reports->Dataset Report and then generate dataset: A report and type any comment and then click button “share”
2.I created one user account: A who can fill dataset: A from Organisation unit: A only
- when i use useraccount: A for log-in, i didn’t see any interpretation on Dashboard.
so my step is correct? and why still didn’t see?

Harsh is correct. You could however control access to the actual chart/pivot you are interpreting by using sharing of that favorite.
This is admittedly not ideal. We have a blueprint for setting sharing (access) of the interpretation directly in the interpretation screen here:

I asked about this issue in my office. It looks like you can’t restrict an interpretation to a specific user group. All interpretations are accessible to a user who can access the dashboard.
