Thanks Greg, for your explanation, that's exactly right.
I see that Viet Nguyen replied to our comments on jira and is working on
the problem.

For the translation of the metadata, I need

and in the translation of Data Elements, Category Options, etc. I see the
correct list.

But translating:
*Programs*
*Dashboards*
I see DHIS 2 Demo - Sierra Leone
instead of DHIS 2 Demo - Sierra Leone
For all old Programs (translated in the previous version - v.2.22), I see
their translated names correctly in the Event Capture, but I can't modify
them or add new ones.

You are correct. There are 2 different language lists in DHIS2. Example:
  1: DHIS 2 Demo - Sierra Leone
  2: DHIS 2 Demo - Sierra Leone
(ref Home - DHIS2 Documentation
developer_manual_full.html#webapi_locales)

/api/locales/ui lacks the languages you apparently need.

After the upgrade from 2.22 to 2.25 I can't translate my *Programs *or
*Dashboards*. In 2.26 the problem remains.
The problem is present also on the Demo 2.26 end Dev 2.27 servers.
My problem is for the Kurdish language, but the same problem can be
viewed for the English (Botswana), English (Cambodia), ... languages on the
Demo instance.

Hi,

If your DB locale is missing on your instance, you can add it by going
through app Data Administration -> Locale -> Add new
