Hello Omer,
You can use the Tabular Tracker Capture module to achieve this, provided that you are collecting event rather than aggregate data (which seems to be the case).
The module was designed by PSI in order to achieve exactly this type of row-based data entry, as it allows you to replicate a line register format in DHIS2 for the purpose of data entry. The “Add Event” button in the screenshot below is the equivalent of your + button.
