I found Swivel’s free plugin for Excel very nice for converting spreadsheets to a format which can be easily imported to DHIS 2:

Let’s say you have a structure like this:

Orgunit | Period | Country | DataElement1 | DataElement2 | DataElement3| DataElement4| etc.

The Swivel toolbar lets you easily implicitly define the first three columns and the top row as metadata, and transposes the rest into rows with one datavalue per row.
