Configuring DHIS2 Tracker Capture to Send Bulk SMS Messages to the Client's Phone Number After Registration Via Gateway

Hello DHIS2 experts,
I am facing a challenge with SMS configuration for ANC clients after registration and for subsequent visits. I have followed all the steps in the DHIS2 guide, but it is still not working.
Is there anyone who can explain how to configure DHIS2 Tracker Capture to send SMS messages to a client’s phone number after registration via a gateway?
