Configuration question for event program at multiple OUs, users

This is probably a dumb question, but I am in the process of setting up event programs where the event is USUALLY linked to a particular sub-national level, but not always. For example, a certain type of training that generally happens in specific regions, but sometimes happens at the national level drawing participants from multiple regions, or at sub-national 1 drawing from multiple sub-national 2 OUs.

Is there any downside or anything to consider if I assign the same event program to the national level AND multiple sub-national levels, and the users are entering the program at the lowest level they can, and not double reporting?
