I created an empty database in Postgres and then run with DHIS2 (2.0.4) but can’t login… due to no default user (admin/district)
So, I’ve to use pgAdmin to insert an user for admin with some updates for related tables, such as: userinfo, users, userrole, userrolemembers, userroleauthorities
Why not include a default admin user for DHIS2 database template?

The system is still providing a default admin user on empty databases… Just tried it here and it works. Not sure why it doesn’t work for you…
