Tested in 2.24 rev593a9bc

When creating a new Dataset using the new user interface (the one under
Maintenance), it is not possible to select "default" value for the
category combination. This field is left empty by default.

Besides, this fact causes the failure of resource table regeneration if
the dataset is assign to any orgunit. The generation of the table
"_datasetorganisationunitcategory" will fail because of a null pointer
exception.
