Public bug reported:

When download excel format of dataset report which has custom form, There are 2 issues
1. when the td cell of a table has rowspan attribute, the other cells next to that cell is mixing. This doesn't happen for cell with colspan attribute

2. The excel file doesn't contain the style of custom form like
background color.

We will not be able to implement the style as there is no reliable way
in Java to achieve this.

Does that also apply to the rowspan attribute?
