[Bug 1497971] [NEW] Organizational Unit Management page crashes when clicked on translation and then back to main menu.

Public bug reported:

Following are the steps to reproduce the bug :

1) On Organisation Unit Management page click on the already created Organisation Unit.
2) From the drop down list click on the "Translation".
3) Once the "Translation" Page is opened then click the "Main Menu" button from the left pane.
4) When the "Main Menu" bud is clicked, the HTTP ERROR 404 occurs stating "There is no Action mapped for namespace [/dhis-web-commons] and action name [index] associated with context path []"

Expected behavior :

Should return to Main Organisation Unit Management page when clicked on
"Main Menu" button on translation button.

Screenshots have been attached for further details.

System tested on:

. Windows 8.1 64-bit
. Browsers tested on both Chrome and Mozilla
