Analytics period boundaries for program indicators

Wondering if someone could confirm something about the analytics period boundary. If I have program indicators that count the number of TEIs using aggregation type “count” and analytics type “enrollment”, and the default analytics period boundaries are enrollment date before end and after start of reporting period, I was assuming that it counted the number of TEIs at the time they were enrolled in the program, even if they had program stages updated later. But the documentation says: “In addition, the default enrollment program indicator evaluates the newest event for all program stages regardless of date.” Does that mean that TEIs who were initially enrolled in Q1, for example, but had a stage updated in Q3, would be counted in Q3?
