A few questions regarding placement of functionalities

Hi all,

there might have been some discussion around this before, but I'm
wondering if there's supposed to be a clear distinction between what is
labelled as "maintenance" and "services" in the DHIS main drop-down lists.

If I get it right, maintenance should hold all those functions that are
used to _define_ the use, while the _use_-functions should all be under
services. Thus, the definition of validation rules should be under
maintenance, while the "run validation" function under Data Quality could
be part of the Reports sub-menu under Services.

I do think the report table menu should be where it is now though, even if
it is more of a "definition" than "use".
